Most Americans today are six-months from homelessness, an intolerable situation, but one which we considered in our planning. 

As has been proven by such programs as Housing First in Utah, as noted by NPR in 2015.  Homelessness decreased in Utah by 91%, a great start by providing housing first, without questions.  But using %PAYE we can do far better.   The articles goes on to note the population left homeless tend to be chronically so, “The chronically homeless, on the other hand, are a subset of the homeless population that is often the most vulnerable. These are people who have been living on the streets for more than a year, or four times in the past three years, and who have a "disabling condition" that might include serious mental illness, an addiction or a physical disability or illness.”

Ironically, the ‘disabling condition’ may well be Post Traumatic Stress Syndrome (PTSD), caused by becoming homeless. Individuals with PTSD routinely begin using drugs or alcohol, as these allow them a level of functionality denied to them by the trauma.  PTSD is neurologically based and talk therapy works only very slowly for alleviating the broken synapsis which cause the reaction which reduces the level of functionality in individuals.  Along with this form of self-medication, homeless individuals also are far more likely to suffer bad health and diseases. 
Neurofeedback alleviates the symptoms of PTSD in about three months, with sessions of 35-minutes, three times a week, in 75% of the cases. 

It is unreasonable and inhumane to expect people with long-term problems to function at their full potential without these steps being taken.  This is only one of the reasons ensuring everyone can have health care using %PAYE.  The program starts by helping people improve their health.
